I have quite a complex build configuration with all kinds of steps now, but if something happens to it, it's forever lost. Is there a function to export / import build configurations to a text file so I can check this stuff in?

Yes you can backup the configurations to external file via "Administration / Database Backup" page.
I dont see an "Administration" option anywhere, I assume this is only visible for administrators. Such a functionality would be useful for normal users as well.
Yes this is only available for administrators. As normal user, you may consider to export the configuration to XML via RESTful API as described here:
