Timezone per user #3012

but in our version 5.1.30 - Thu Jun 19 01:09:56 UTC 2014, the setting is not there. It is available in Administration -> System, but that would apply to all users? Can we do it per user as in your wiki?
Do I have to enable it somehow? If so, where?
