In my opinion, the rerun feature is more important than the triggering mechanism so you don't have to modify a Change Set to trigger a rebuild when it the original failure was environmental on the build system rather than the content of the change.
I have issues reported for each, and they're big enough that extra votes are needed to move them higher up in priority (ie implemented sooner than later). So please login to the tracker and vote for these issues.
