Generic Clover coverage format support #1678

In PHP we are only able to produce coverage report in Clover format, which is generated by PHPUnit when running unit tests. Now we only are able to publish coverage reports in html, as Clover is not in the list of QB integrated publishers. To fully make use of all coverage aggregated statistics QB provides now for coverage reports, like NCover and Cobertura, it would be really wonderful to have generic support for Clover xml format in QB out of the box, as there is no other way we can aggregate statistics across builds in php world.
